History of the CIA
The United States has carried out intelligence activities since the days of George Washington, but only since World War II have they been coordinated on a government-wide basis. President Franklin D. Roosevelt appointed New York lawyer and war hero, William J. Donovan, to become first the Coordinator of Information, and then, after the US entered World War II, head of the Office of Strategic Services (OSS) in 1942. The OSS – the forerunner to the CIA – had a mandate to collect and analyze strategic information. After World War II, however, the OSS was abolished along with many other war agencies and its functions were transferred to the State and War Departments.
It did not take long before President Truman recognized the need for a postwar, centralized intelligence organization. To make a fully functional intelligence office, Truman signed the National Security Act of 1947 establishing the CIA. The National Security Act charged the CIA with coordinating the nation’s intelligence activities and correlating, evaluating and disseminating intelligence affecting national security.
On December 17, 2004, President George W. Bush signed the Intelligence Reform and Terrorism Prevention Act which restructured the Intelligence Community by abolishing the position of Director of Central Intelligence (DCI) and Deputy Director of Central Intelligence (DDCI) and creating the position the Director of the Central Intelligence Agency (D/CIA). The Act also created the position of Director of National Intelligence (DNI), which oversees the Intelligence Community and the National Counterterrorism Center (NCTC).
Robert Lansing - Maternal grandfather to The Dulles Brothers
Robert Lansing (/ˈlænsɪŋ/; October 17, 1864 – October 30, 1928) was an American lawyer and Conservative Democratic politician who served as Legal Advisor to the State Department at the outbreak of World War I, and then as United States Secretary of State under President Woodrow Wilson from 1915 to 1920. Before U.S. involvement in the war, Lansing vigorously advocated in favor of the principles of freedom of the seas and the rights of neutral nations. He later advocated U.S. participation in World War I, negotiated the Lansing–Ishii Agreement with Japan in 1917 and was a member of the American Commission to Negotiate Peace at Paris in 1919.
John Foster Dulles
Via Wikipedia: John Foster Dulles (February 25, 1888 – May 24, 1959) served as U.S. Secretary of State under Republican President Dwight D. Eisenhower from 1953 to 1959. He was a significant figure in the early Cold War era, advocating an aggressive stance against Communism throughout the world. He negotiated numerous treaties and alliances that reflected this point of view. He advocated support of the French in their war against the Viet Minh in Indochina but rejected the Geneva Accords that France and the Communists agreed to, and instead supported South Vietnam after the Geneva Conference in 1954.
An explosive, headline-making portrait of Allen Dulles, the man who transformed the CIA into the most powerful—and secretive—colossus in Washington, from the founder of Salon.com and author of the New York Times bestseller Brothers.
America’s greatest untold story: the United States’ rise to world dominance under the guile of Allen Welsh Dulles, the longest-serving director of the CIA. Drawing on revelatory new materials—including newly discovered U.S. government documents, U.S. and European intelligence sources, the personal correspondence and journals of Allen Dulles’s wife and mistress, and exclusive interviews with the children of prominent CIA officials—Talbot reveals the underside of one of America’s most powerful and influential figures.
Dulles’s decade as the director of the CIA—which he used to further his public and private agendas—were dark times in American politics. Calling himself “the secretary of state of unfriendly countries,” Dulles saw himself as above the elected law, manipulating and subverting American presidents in the pursuit of his personal interests and those of the wealthy elite he counted as his friends and clients—colluding with Nazi-controlled cartels, German war criminals, and Mafiosi in the process. Targeting foreign leaders for assassination and overthrowing nationalist governments not in line with his political aims, Dulles employed those same tactics to further his goals at home, Talbot charges, offering shocking new evidence in the assassination of President John F. Kennedy.
An exposé of American power that is as disturbing as it is timely, The Devil’s Chessboard is a provocative and gripping story of the rise of the national security state—and the battle for America’s soul.

Operation Sunrise March 1945
During World War II, Operation Sunrise (sometimes called Operation Crossword) was a series of secret negotiations conducted in March 1945 in Switzerland between representatives of Nazi Germany and the Western Allies to arrange a local surrender of German forces in northern Italy. One of the most notable parts of the operation was secret negotiations between Waffen-SS General Karl Wolff and Allen Dulles on 8 March 1945 in Lucerne and organized by Max Waibel. Wolff offered the following plan: Army Group C goes into Germany, while Allied Forces Commander Harold Alexander advances in the direction of the Southern Alps. Subsequently, on 15 and 19 March, Wolff conducted further secret negotiations on the surrender with American general Lyman Lemnitzer and British general Terence Airey.

Who is "Reinhard Gehlen?"
Reinhard Gehlen (3 April 1902 – 8 June 1979) was a German general who served as chief of the Foreign Armies East (FHO) military intelligence unit during World War II, and who later became leader of the Gehlen Organization and the first president of the Federal Intelligence Service (Bundesnachrichtendienst) (BND) during the Cold War. Gehlen is considered one of the most legendary Cold War spymasters.
He was appointed chief of FHO, the German Army's military intelligence unit on the Eastern Front, in 1942. As an officer in the Wehrmacht, he reached the rank of major general just before being sacked by Hitler for his accurately pessimistic intelligence reports. As the Cold War began, he was recruited by the United States military to set up a spy ring directed against the Soviet Union (known as the Gehlen Organization) which employed numerous former SS, SD and Wehrmacht officers, and eventually became head of the West German intelligence apparatus. He served as the first president of the Federal Intelligence Service (BND) until 1968. As president of the Federal Intelligence Service, itself a civilian office, he was promoted to lieutenant-general of the Reserve in the West German Bundeswehr and thus became the country's highest-ranking reserve officer.
Operation Splinter Factor - 1948-1956
Via Global Security: Operation Splinter Factor was an initiative to provoke Stalin's paranoia to destablize the satellite countries . Noel Haviland Field worked for the State Department in Washington, for the League of Nations in Geneva, and for the OSS in wartime Europe. After the war, he and his brother Hermann sauntered through the Iron Curtain countries like welcome guests. Whittaker Chambers said Noel was a friend of Alger Hiss and a Communist agent; the Communists said he worked for the U.S. "imperialists." Noel Field disappeared from his hotel in Prague two weeks before Chambers started testifying in the Hiss trial in early 1949. His wife Herta, his brother Hermann, and finally, his adopted daughter Erika Glaser Wallach, went behind the Iron Curtain. In their five years in Communist hands, the Communists had used the American name of Field in trial after trial, until it became a symbol of death.
Project MKUltra—sometimes referred to as the CIA's mind control program—is the code name given to a program of experiments on human subjects, at times illegal, designed and undertaken by the United States Central Intelligence Agency. Experiments on humans were intended to identify and develop drugs and procedures to be used in interrogations and torture, in order to weaken the individual to force confessions through mind control. Organized through the Scientific Intelligence Division of the CIA, the project coordinated with the Special Operations Division of the U.S. Army's Chemical Corps.
The operation began in the early 1950s, was officially sanctioned in 1953, was reduced in scope in 1964, further curtailed in 1967, and officially halted in 1973. The program engaged in many illegal activities, including the use of unwitting U.S. and Canadian citizens as its test subjects, which led to controversy regarding its legitimacy.(p74) MKUltra used numerous methodologies to manipulate people's mental states and alter brain functions, including the surreptitious administration of drugs (especially LSD) and other chemicals, hypnosis, sensory deprivation, isolation, verbal and sexual abuse, as well as other forms of psychological torture.
The scope of Project MKUltra was broad, with research undertaken at 80 institutions, including 44 colleges and universities, as well as hospitals, prisons, and pharmaceutical companies. The CIA operated through these institutions using front organizations, although sometimes top officials at these institutions were aware of the CIA's involvement. As the US Supreme Court later noted, MKULTRA was:
concerned with "the research and development of chemical, biological, and radiological materials capable of employment in clandestine operations to control human behavior." The program consisted of some 149 subprojects which the Agency contracted out to various universities, research foundations, and similar institutions. At least 80 institutions and 185 private researchers participated. Because the Agency funded MKUltra indirectly, many of the participating individuals were unaware that they were dealing with the Agency.
Project MKUltra was first brought to public attention in 1975 by the Church Committee of the U.S. Congress, and a Gerald Ford commission to investigate CIA activities within the United States. Investigative efforts were hampered by the fact that CIA Director Richard Helms ordered all MKUltra files destroyed in 1973; the Church Committee and Rockefeller Commission investigations relied on the sworn testimony of direct participants and on the relatively small number of documents that survived Helms' destruction order.
In 1977, a Freedom of Information Act request uncovered a cache of 20,000 documents relating to project MKUltra, which led to Senate hearings later that same year. In July 2001, some surviving information regarding MKUltra was declassified.
