Funny but rather unsubtle black comedy which is quite revealing about the paranoia of the Cold War. It generates plenty of suspense as well as laughs and is probably Peter Sellers' finest hour with his multiple roles though the title character is really an overdone cartoon.

The idea that putting fluoride in the water was a Communist plot to poison Americans was not made up, it was a common theory during the 50s.
